Governor Sends Initiative for CPS Members to Keep State Salaries; But No Other

In the Governor’s revised initiative members of the anti-corruption system will not be able to receive outside salaries in order to avoid conflicts of interest.

They would also have to present declarations of their interests and assets.

The Governor of the State, Enrique Alfaro Ramírez, announced this Thursday that, after reaching an agreement with the Legislature and the Selection Commission of the State Anticorruption System with whom he met this morning, he will send to the State Congress an initiative that has already been approved and seeks to eliminate outside salaries of the members of the Social Participation Committee (CPS.)

 “In Jalisco we are committed to strengthening our State Anti-Corruption System. We do not want to weaken it, On the contrary, we understand that in that agenda it is support for the future of Jalisco…Congress approved a very important reform that strengthens this system and that allows us to continue fighting against this terrible evil that afflicts Jalisco and the nation. I hope it is a positive message and that it is understood clearly and forcefully throughout Mexico. Here in Jalisco we are committed to the fight against corruption seriously, not just in speech. We want to strengthen our state system, and we want to do it hand in hand with society, ”added Alfaro Ramírez.

This initiative contemplates that the members of the CPS continue with a state salary, with the following criteria:

  1. The members of the CPS will retain their perceptions, but these will be defined by the Technical Committee for Salary Assessment (CTVS) based on the Austerity Law, and in accordance with the responsibility and work of each member.
  2. The members of the Social Participation Committee may not receive resources from other entities. If they are going to have a salary paid with the money of Jalisco, they must renounce receiving remuneration that comes from elsewhere, in order to avoid incurring conflicts of interest.
  3. The members of the System will be required to render accounts, since they must present their declaration of assets and interests.

Likewise, the president stressed that if the observations are accepted by the Legislature, Congress will have the task and responsibility of evaluating the performance of each member of the CPS, and at the same time they will have the responsibility of reporting what they are doing, with the purpose of monitoring actions and evaluating results. The causes are also defined to separate from their position those who do not fulfill their task.

“I also have to say that it is not only an adjustment exercise that is built with the Congress, but we have also done it with the help of the Selection Commission of the State Anti-Corruption System, the citizen body that chooses, precisely, those who integrate this citizen instance of the state system. It is also established in these observations the reasons why a director of this body can be removed, and what would be the procedure to do so,” concluded the president.
