Jalisco Calls for Women Bus Drivers Offering Free Training and Licensing

In Jalisco we continue working for substantive equality between women and men.

Therefore, to improve the quality of the service in public transport and achieve the inclusion of women in its operation, the call was opened to be part of the Women Conductors program. 

Working for the inclusion of women in the operation of public transport responds to the cross-cutting axis of Gender Equality in the State Plan for Governance and Development. 

The objective of the program is to integrate more women into the formal labor sector and into the public transport service, with training that is not only focused on the ability to drive this type of vehicle, but also that allows the service attitude to be incorporated as fundamental.

“The good treatment of users is in order to continue improving the quality of the service, and obviously that it is perceived in the experience of the users' trip," said Patricia Martínez, General Strategic Coordinator of Territory Management. 

It should be remembered that this program was born in 2017, together with the Inter-American Development Bank, and although it obtained good results at that time, it had never been followed up. 

The first stage of the program consists of encouraging the integration of women interested in being employed as public transport drivers by administering scholarships to study certification and thus obtain the C2 type license required to drive public transport. This will include financial support for training; management and payment of license and badge, as well as linking to the job bank. 

In this first stage, 55 vacancies will be open and the requirements are: be over 22 years old, have a driver's license, have literacy skills, work experience of at least 1 year in any field, comprehensive visual acuity, with or without glasses, and have good physical health that allows them to carry out the activities that the service requires. It is important to note that the call closes once the quota is completed. 

The training to obtain the C2 license has been strengthened by going from a 40-hour course to a 120-hour diploma, and has been carried out in conjunction with the Technological University of Jalisco. 

Together with the training, the program of the diploma has been updated with instruction in quality service, safe driving, health, and driving as a profession. In addition, for this new call the manuals were updated, which include the teaching of the Violence Prevention Protocols developed by the Secretariat for Substantive Equality between Women and Men. 

“We see that these types of professions have traditionally been occupied only by men, and it is an opportunity to include and incorporate women…  It seems to us that it is an advantage because it is a different challenge for women that allows them to pave the way to occupy opportunities for development, better working conditions, and better conditions for personal and family development for them,” highlighted Paola Lazo Corvera, head of the Secretary of Substantive Equality between Women and Men. 

The program will be accompanied by the international organizations Women in Motion and the Transport Gender Lab, with which the approach is enriched through listening to best practices and experiences from other cities such as Bogotá and Santiago de Chile. In addition, it will be responsible for the evaluation of the implementation. 

“The first 100% electric route in the country is already beginning to give results from this policy, with a face of more female operators in proportion than men, and hopefully with this type of initiative, with the participation of all women, I hope that many more will sign up than we have the capacity for, (ready) to open a next fiscal year,” said the Secretary of Transportation, Diego Monraz.

It should be noted that the Ministry of Transportation has issued 25 million driver's licenses. and only seven million belong to women. Of these, only 185 correspond to the current licenses granted to women in category C2, which allows them to drive public transport.
