Advances in Public Policy will Ensure the Protection of Nature

With 3 programs, a law initiative and a regulation, Jalisco advances in its commitments in environmental matters.

The Government of Jalisco is highly committed to the international environmental agenda, and has been a pioneer in the search for innovative solutions to address problems such as deforestation, loss of biodiversity, and forest fires. Through the Ministry of Environment and Territorial Development (SEMADET,) actions and strategies are implemented to conserve and restore natural spaces for the benefit of Jalisco in order to guarantee the right to a healthy environment.

This Wednesday, with the aim of raising awareness and educating about the damage we do to the environment, as well as preventing actions that continue with its destruction; SEMADET presented progress on public policy for nature conservation in Jalisco.

“In Jalisco we have established the commitment to conserve and restore natural spaces, mainly thinking of two main objectives that benefit Jalisco residents. One is to guarantee the human right to a healthy environment, ensuring that the conservation of ecosystems allows the maintenance of ecosystem services and the well-being of the population, as well as mitigating the unfavorable effects of degradation factors. The second is the fight against climate change, we know that the loss of ecosystems has an impact on forests and jungles in the increase of greenhouse gases, as well as in the decrease of the planet's capacity to maintain the balance of carbon in the atmosphere on a planetary level," said Sergio Graf Montero, head of SEMADET.

The “Jalisco con Bosques” state policy was developed, consisting of 2 state strategies on biodiversity and for the reduction of emissions from deforestation and degradation. It also includes 7 particular components, which will be achieved through 3 programs; first the State Program of Natural Protected Areas and Other Conservation Instruments, second the Program for Sustainable Forest Development of the State of Jalisco, and third, the Program for Fire Management in the State of Jalisco.

The State Program for Protected Natural Areas and Other Conservation Instruments is aligned with the United Nations Sustainable Development Goals (SDG) and establishes issues that are directly related to climate change.

The Program for Sustainable Forest Development of the State of Jalisco contributes directly to the conservation of forest ecosystems and the environmental services they provide to the population. It can be consulted at: https://gobjal.mx/PDForestalSustentable

The Program for Fire Management in the State of Jalisco seeks to establish mechanisms to improve the prevention and combat of forest fires, as well as the recovery of affected areas. A decentralized state scheme has been established through the Inter-municipal Environment Boards (JIMA). The program can be consulted at:

In these programs, the main problems are outlined and the actions to be carried out are defined under strategic axes and lines of action. Annual goals and indicators are also established to comply with the visions set out in each of the instruments.

And, in order to have a solid initiative to have a cutting-edge Forestry Law, which reaffirms that Jalisco is the national leader of the environmental agenda, the executive initiative of a new Sustainable Forestry Development Law for the State of Jalisco was announced. In this way, it seeks to strengthen local legislation to support orderly development; and the regulation of actions and the control of activities that can be carried out in natural spaces. This initiative seeks to align with the General Law of Sustainable Forest Development, which makes effective the possibility of assuming powers reserved to the federation for the implementation of policy instruments that guarantee the conservation, protection, and sustainable management of forest ecosystems, through inter-institutional coordination agreements.

Additionally, the Regulation of the State Law of Ecological Balance and Environmental Protection in the matter of Protected Natural Areas and Other Conservation Instruments was presented, which establishes the particularities to decree and manage the territory destined for conservation.
