Jalisco in Process of Rebuilding Security and Law Enforcement One Year After Riots

Enrique Alfaro affirms that the murder of Giovanni Lopez and the events of June 4th, 5th, and 6th of last year did not remain as another story of impunity.

There have been arrests and advances, and from then on Jalisco began the process of rebuilding its model for security and law enforcement. 

One year after the demonstrations to demand justice for the murder of Giovanni López by municipal police, and the abuses committed by ministerial police on their own initiative against young people from Jalisco who exercised their right to demonstrate between the 4th, 5th, and 6th of June 2020, Governor Enrique Alfaro said that the state is in a process of rebuilding its model for institutions of security and law enforcement. 

He added that since these events took place, a police model with structural problems that made it vulnerable and susceptible to failures became evident, for which a transformation process was necessary.

“As I became engaged (in this event) a year ago, this was not just another story of impunity. Those responsible for the murder of Giovanni and those responsible for the illegal arrests on June 5 are behind bars paying the consequences of their actions. Today our Government is focused on transforming security institutions with a clear commitment; we are going to rebuild our entire security model so that events like those of June 4, 5 and 6, 2020, never happen again in Jalisco,"said the president in a message on social networks.

He emphasized that in Jalisco the issue of security is taken very seriously and that for this reason a process of transformation of operating models, police selection, norms of personnel action, projection of results in security institutions, and administration of justice.

“In Jalisco, we take security very seriously and we know that this profound transformation process is necessary and urgent. But we cannot make changes halfway by hoping for solutions to such a deep-rooted and complex problem. I announced in April the route proposed in the Dialogues for Citizen Security is divided into two great phases, the first defined by an institutional transformation plan designed to be implemented for 100 days, which is already underway and will conclude with the presentation of the first results in October of this year ”, he added. 

Alfaro Ramírez said that, as part of the 100-day plan, this month begins the implementation of the Professional Career Service for the Ministry of Public Security, where for the first time in the history of Jalisco, the police will be able to have clear rules for entry, training, permanence, evaluation, promotion, and recognition. With this, police officers can also aspire for the first time to make a real police career to demonstrate their commitment and ability, increasing the certainty that they will reach better positions.

Enrique Alfaro highlighted that at the end of this first phase, the conclusion for which to be presented in October, the results obtained will be subjected to an evaluation and review process to make the modifications with a view to the second phase of the transformation process, that of 1,000 days for the safety of citizens and the medium and long-term commitment to recover the peace and tranquility of all Jalisco. 

The second phase of the transformation of the security model will conclude along with the present administration, having consolidated the foundations from a plural model of governance and citizen participation that will sustain, in the long term, the state's security and justice procurement institutions.
